This essay includes five parts whose main theme is the practice of the Charter of Fundamental Rights of the European Union. This essay's analyses focus on three issues. First, although the Charter of Fundamental Rights appears to merely have the status of a declaration of rights, it is in reality becoming the bill of rights for the European Union. Second, the Charter has already had a broad impact on the EU, effects which extend to all three pillars of the EU. Many legislation drafts of the EU have also adopted the Charter into their texts; therefore, the effect of the Charter is sure to continue. Finally, it appears highly likely that the Charter will be adopted into the EU Constitution, thus officially becoming the EU's bill of rights.
