Video Conference services are rapidly developing due to the discovery of the Cloud Computing Services, with improvement changes to the communication environment and Video Conferencing. The increasing difficulties of choosing and evaluating for the enterprise are due to the professional properties of the Video Conference and specialty properties of the Cloud-Based operation services. In addition, the Cloud-Based Video Conference Service (CVCS) is a new field of research with very few advises historically. With this consideration, the study uses the Modified Delphi Method and the Quality Function Deployment Method to build the Evaluation Method. The study includes the literature review, the user's and expert's suggestions, which strengthens the objective evaluation indicators. With reference to the Evaluation Method, the study would provide an objective, effective, and systematic Evaluation Method. The study proposed the 6 dimensions as 〞Information Quality,〞 〞System Quality,〞 〞Service Quality,〞 〞Perceived Risk,〞 〞Mobile Commerce,〞 and 〞Social Presence.〞 For those enterprises that have not discovered the CVCS, the study also used an individual case to analyze and confirm the possibility of the results which could be a reference for choosing.
