中油公司石化事業部乙烯冷凍槽興建工程與營運策略

The Construction and Running Strategy of Ethylene Refrigerated Tank in C.RC. Petrochemical Business Division

摘要


本公司石化事業部於2000年9月奉公司成立以來,統籌全公司石化產品之生產、銷售及輸儲等業務。事業部在籌備階段曾時進行客戶訪問,發現本公司長期由於無法充份供應乙烯客戶所需要的原料,影響其競爭力。基於滿足客戶需求及避免台塑六輕乙烯南運侵蝕客源,本公司遂積極規劃興建乙烯冷凍槽,安排乙烯進口。以充份供應客戶需要並提供輕裂擴增產能計劃執行期間所需之乙烯供應量。 台塑六輕計畫已完成,本公司面對競爭加劇,更應積極掌握現有客戶,進而滿足客戶需求。近年來國內經濟繁榮,石化産品技術日新,石化中下游廠家産能亦逐年擴增,本公司産品産能雖亦有增加,但增産幅度低於中下游廠家所需。乙烯產能的不足即為其一。主要原因爲增産案工程大,施工期間需停産長達數月,嚴重影響對下游廠家之正常供料,執行困難度高。尤其每過到輕裂工場大修時還要依合約量再打折供應,情况更爲嚴重。本公司輕裂擴充產能計畫曾有二次功敗垂成,究其原因是客戶不能容忍長時間停爐待料。興建乙烯冷凍槽,進口乙烯,是在短時間內提高本公司乙烯供應能力最可行的辦法。 2000年底乙烯冷凍槽計畫獲准,立即成立專案小組於2001年下半年開始進行招標作業,全案於2002年2月5日決標,由日商川崎重工得標,設計容量達15,000公噸,建槽工程隨即啟動,歷經648工作天,於2003年12月16日裝建完成。並於2004年初完成性能測試及正式商業運轉,第一艘冷凍船於2004年1月12日抵達,並收卸2,950公噸乙烯,開啟中油公司進口乙烯的新紀元。 本計畫完成後,將進口乙烯,以替補輕裂工場大修、或執行輕裂工場擴建計畫時之供應量,並在短時間提高本公司乙烯供應能力,同時可增加本公司生産及調度彈性。透過靈活的行銷策略,爭取市場利基,增進對下游用戶應變能力及確保其開工率。

Since founded in September 1(superscript th) of year 2000, Chinese Petroleum Corporation (C.P.C.) Petrochemical Business Division (P.B.D.) is in charge of producing, controlling and selling of petrochemical raw material, such as ethylene, propylene, butadiene, ... etc. C.P.C. recognized that lacking of raw material is a common problem for downstream customers, and thus affected their competence. For the purpose of satisfying and enhancing the competition of the clients, C.P.C erected this plan-construct one Ethylene Tank and imported ethylene to supply customers for the time when shortage in the market or turn-around period of Ethylene plants. The Mailiao’s Ethylene Project had been completed and C.P.C. faces more challenge. In order to keep the supplying network, C.P.C had endeavored to satisfy clients needs all the time, such as making plans to revamp ethylene plants for many times. Owing to tight scheduling and all the customers can not tolerate shortage of ethylene supply for a long period of time, all the revamping plans were failed. So the best solution to increase ethylene supply capacity is to build an Ethylene Tank and import ethylene directly. At end of year 2000, the whole planning was approved and a project team was organized in CPC Petrochemical Business Division. It took several months to study the operating system. The project team surveyed and made a detail system design, then the bidding document was prepared. On Feb. 5(superscript th) of year 2002, the bid was opened and Kawasaki Heavy Industries Ltd. got the bid. The constructing work of a 15,000 Metric Ton (MT) Refrigerated Tank was completed on December 16(superscript th) of year 2003 in Chien-Cheng Petrochemical Station, Kaoshiung. First Ethylene ship arrived and unloaded 2,950 MT of Ethylene. With the completing of the tank, C.P.C can import ethylene and increase the supplying capability. C.P.C will have more flexibility to produce and adjust the distribution of products, and improve the competence of the producers.
