台灣中油參與生態保育經營管理-以桃園觀塘第三LNG接收站小燕鷗繁殖監測工作為例

How Citizen Scientists Step into Management-A Collaborative Management of Little Terns Reproduction in Taiwan

摘要


桃園市觀塘第三液化天然氣接收站的建設對小燕鷗(Sternula albifrons)的繁殖產生了衝擊,台灣中油(CPC)啟動了一項公民參與的保育行動,與桃園市野鳥學會合作,以公民科學家的方式參與小燕鷗繁殖棲地的營造和監測工作,2019年至2022年的繁殖成功率分別為65.5%、92.6%、72.0%和72.6%,監測結果顯示,小燕鷗偏好的巢基材料包括沙子(20.8%)、礫石(24.3%)和沙礫混合(54.9%),而季節性豪雨、流浪犬和人類活動是導致小燕鷗繁殖失敗的重要因素。本研究闡述了藉由資訊溝通平台來建立權益關係人之間的共識和互信,將環境衝突轉化為野生動物保育中的合作管理,台灣中油投入經費支持小燕鷗保育行動,與權益關係人之間建立並維繫合作和夥伴關係,有助於聚焦在環境及野生動物保育工作、促進不同權益關係人之間的溝通,從使所有權益關係人和野生動物都能受益。

The construction of the third liquefied natural gas terminal affected reproduction of Little Terns (sternula albifrons) in Taoyuan City, Taiwan. A participatory action initiated by the CPC corporation (CPC) to work with an ornithologist association as citizen scientists to strengthen Little Terns' reproduction sites and monitor the breeding outcomes. The success rates of reproduction were 65.5%, 92.6%, 72.0%, and 72.6% between 2019-2022. The preferred nest substrates were comprised of sand (20.8%), gravel (24.3%), and sand with gravel (54.9%). Heavy rainfalls, free-ranging dogs, and human activities were ranked the most crucial factors for breeding failure. This study demonstrates how to transform environmental conflicts into collaborative management in wildlife conservation. A communication platform helps in building consensus and trust among stakeholders. The CPC invests funds and supports process engagement, collaboration, and partnership with stakeholders in order to mitigate conflicts and to demonstrate willingness to focus on the environment and wildlife conservation. This study demonstrates a wildlife monitoring and recovery project while building a collaborative knowledge-sharing dialogue to communicate with different parties in ways that benefit all stakeholders as well as the wildlife.
