環境地質圖之使用與限制

Uses and Limitations of Environmental Geology Maps

摘要


地質災害種類多,舉凡位於順向坡、活斷斷層、崩塌地、廢土堆、及坑道等地質敏感地區之工程建設,如果開發時沒有針對該等地質敏感地區,適當加以處理,則常常有安全之虞。因此各種地質敏感地區的辨識標示工作,是工程建設上不應該缺少的初步工作。標示活動斷層、順向坡、廢土堆、坑道、及崩塌地等地質敏感地區分佈位置之圖幅,本文採用「環境地質圖」這個名稱。在地質災害防治上,「環境地質圖」的使用功能與美國加州「地震斷層區圖」以及「地震危害區圖」類似,參照美國加州「地震災害測繪法案」與「地震斷層分區法案」,探討環境地質圖之使用與限制,避免圖幅資料的誤導或誤用,並對台灣活動斷層禁、限建施行機制提出建議,期望對於避免或減低地質災害以及保障一般大眾的生命財產安全有所幫助。

Ground failures, surface ruptures, subsidence, or differential settlement are more easily happened in the special site like active fault zones, dip slopes, spoil heaps , underground cavities, and old landslides. In order to avoid disaster, it is essential to identify these geological hazards area before any land is ripe for development. The map showing these geological hazards area is termed ”environmental geology map ” this paper.In the sense of mitigating geological hazards, ”environmental geology map” is quite similar to ”Earthquake Fault Zones map” and ”Seismic Hazards Zone map” published by California Department of Conservation, U.S.A. After studying ”Alquist-Priolo Earthquake Fault Zoning Act” and ”Seismic Hazards Mapping Act”, ”Uses and Limitations” of environmental geology maps are discussed. The constraint role of active faults on building permit is proposed. It is hoped that this paper would be beneficial to avoid misusing ”environmental geology map”, and also beneficial to mitigate geological hazards to protect public health and safety.
