圖書館對身心障礙者的閱讀服務：以國立臺灣圖書館為例

美國圖書館學會定義圖書館事業的核心價值之一係「平等取用」，圖書館直接或間接提供的資訊資源，無論科技、形式或傳遞方式，應容易、平等、公正地提供給所有讀者使用。《圖書館權利宣言》提及：「個人不得為其年齡、觀點及來歷背景等因素，而被否決其使用圖書館的權利。」；臺灣《圖書館法》第7條規定：「圖書館應提供其服務對象獲取公平、自由、適時及便利之圖書資訊權益。」故臺灣圖書館界為身心障礙者規劃服務時，大多以附設視聽障資料中心、圖書分館、閱覽室提供替代文本館藏、輔具設備等服務。本文闡釋臺灣身心障礙者閱讀服務現況、問題以及未來努力方向，並以教育部指定身心障礙專責圖書館－國立臺灣圖書館推動身心障礙者數位化圖書資源利用服務為例，希能喚起各界對無障礙閱讀的重視。

One of the core values of librarianship defined by the ALA is access. In other words, all information resources that are provided directly or indirectly by the library, regardless of technology, format, or methods of delivery, should be readily, equally, and equitably accessible to all library users. According to "Library Bill of Rights", a person's right to use a library should not be denied or abridged because of origin, age, background, or views. From the regulation of "Library Act" Article 7, all libraries shall provide their target audience with fair, unrestricted, timely, and convenience accesses to published information. When planning services for the people with disabilities in Taiwan's library sector, most of them provide services of alternative format and assistive equipment by setting up a data center for the blind and hearing-impaired, a branch library, and a reading room. This article furthermore discusses the situations and problems of library services for the people with disabilities in Taiwan. In particular, the National Taiwan Library authorized by the Ministry of Education as the "specialized library for the people with disabilities" has been responsible for promoting the access to digital resources for the disabled readers, hoping to draw the attention of the public to accessible reading.
