警察人員對陞遷制度與警察效能認知之相關性研究

摘要


隨著民主政治的發展,我國警政已面臨前所未有的人權改革壓力,其中警察效能的提昇與陞遷制度的合理性是兩個重要卻被獨立分開探討的議題。鑑於此,本文研究目的即在於探究我國警察人員對陞遷制度與警察效能認知之問的相關性,並且探究不同的警察人員背景變項分別對現行人事陞遷制度認知程度與警察效能影響程度的差異,以及瞭解警察人員對陞遷制度認知之於警察效能的預測力。 本文經由文獻探討,依統計方法設計「警察人員陞遷制度認知程度量表」5個構面26道試題及「警察效能量表」3個構面28道試題。最後,以苗栗縣及臺中縣警察局之警察人員為研究對象,依研究發現提出具體建議,期盼能有效供給警政主管機關參考。

Owing to the special role and responsibility the police have, serious conflicts existed between the police and people on duty execution. Along with democracy development, the police have been facing at large pressures from human rights and government reform. The enhancement of police performance and reasonable police promotion system were two important issues but were seperately discussed in the past. However, how to employ a perfect police promotion system for enhancing police performance effectively will be expected as a critical issue. Therefore, the objective of this study lies in investigating the relationship between police promotion system and police performance. Owing to the special role and responsibility the police have, serious conflicts existed between the police and people on duty execution. However, how to employ a perfect police promotion system for enhancing police performance effectively will be expected as a critical issue. Therefore, the objective of this study lies in investigating the relationship between police promotion system and police performance. Based on literature survey and expert opinion, a questionnaire is designed through statistical method, which includes 5 factors and 26 sub-factors for investigating the police opinions on police promotion system and 3 factors and 28 sub-factors for investigating police performance. In real implementation, the police of the MiaoLi and TaiChung county police bureaus are selected as research respondent. From the results of statistical analyses, this study provides the constructive suggestions for police governing unit, police educational unit and police personnel.
