發展台灣地區智慧型運輸系統策略計畫芻議

本文首先針對智慧型運輸系統的背景及内容進行初步的探討，進一步分析台灣地區智慧型運輸系統之發展概況及需求，並以運研所近來推動之相關計畫為例，闡述其發展重點與特色。最後，根據台灣地區的交通特性及智慧型運輸系統的發展現況，研擬短、中、長程發展策略計畫，作為產、官、學、研各界分工之基礎，具體規劃未來智慧型運輸系統之發展。

This paper first discusses the contents and background information about Intelligent Transportation Systems (ITS). ITS related development and deployment in Taiwan are reviewed, and user needs for ITS are investigated. To demonstrate the contents of ITS development in Taiwan, several ITS demonstration projects conducted by the Institute of Transportation (IOT) are summarized. Finally, a preliminary strategic plan for the development and deployment of ITS in Taiwan is proposed. This preliminary strategic plan provides the short, mid, and long-term ITS development strategies and priority systems/technologies to be developed and implemented in Taiwan. ITS partnerships between the public and private sectors are also discussed. This plan may serve as the referential guidelines for developing ITS in Taiwan.
