本文從交織觀點切入,以愛滋服務提供者為主體,透過焦點團體訪談,探討愛滋污名對實務工作者推動愛滋防治宣導、提供感染者相關服務的衝擊,及面對愛滋人口發展新趨勢的因應策略。研究發現,愛滋污名仍舊瀰漫臺灣社會,只是以更隱晦形式影響愛滋實務工作者提供感染者及其家屬服務經驗。受到愛滋防治「重醫療、輕福利」理念的影響,感染者在醫療健康領域以外的社會服務權益,明顯被忽略,在愛滋人口「年輕、老化」趨勢下,更增加社會服務層面的需求及對服務提供的衝擊,形成提供感染者及其家屬服務的惡性循環。我國私部門推動之愛滋社區教育宣導,呈現積極、多元、彈性策略運用等特色,但發展兼顧醫療與福利服務之跨域合作平台仍舊被愛滋防治政策忽略。因此,本研究提出兩項建議;其一、愛滋防治宣導應重視多元差異及兼顧醫療與福利服務,其二、強化社工教育與訓練愛滋知能、問題覺察與同理心的內涵。
This article, drawing on seven focus-group interviews with 34 service providers who are currently or have ever worked on the front line in providing services for the PLWHAs and their families, explores the challenges that HIV/AIDS service providers now face at this particular stage of improved medications and the spread of the disease to new groups. Findings revealed that HIV-related stigma still prevails in the society of Taiwan, and influences the experience of service providers in subtle ways. Over the past decades, the efforts of HIV-prevention in Taiwan focused on reducing the infection and incidence rates but ignored the social needs and well-beings of PLWHAs and their family. As a result, the HIV- population gradually moves toward a polarization of young and aging. This increases difficulties in providing services for PLWHAs and their family. Finally, we provide suggestions for meeting the needs of the next stage such as prevention policy, service providing, and so on.
