高雄市航照基本圖製圖的發展現況與未來展望
The Development and Future Perspective of Kaohsiung's Aerial Photograph Based Mapping
摘要
農林航空測量所出版的「五千分一像片基本圖」向來都是地理系、所學生及教師的主要調查或研究參考資料之一，該所大約每隔6-9年都會進行航照重新拍攝、野外修測、繪圖與印刷出版等工作，以更新基本圖。以高雄地區為例，最新的第四版基本圖出版時間約在1998年左右，距今已7年餘未再更新，農林航空測量所為節省龐大印圖成本支出，改以噴墨繪圖機出圖的方式提供「彩色正射影像圖」給購買者。然而，這種圖在野外使用時極易受潮模糊與日曬褪色，需要時常換購。有鑑於此，本文調查高雄市現有公、民營機構可以取得的圖資現況，並研發使用衛星及航攝影像來繪製像片基本圖的程序，發展自製高雄市基本圖的能力，以供相關教學與研究使用，減少日復往返台北購圖的舟車勞頓。此外，本文也從縮短製圖週期、數位航攝相機的引進、繪圖軟硬體工具的精進等方面來探討航／遙測影像與地圖產業的契機與展望。

The Aerial Survey Office (ASO) 1:5000 orthophoto map series is one of the most popular map series used by students and staff of department of geography during investigation or research. Those maps of Kaohsiung city in this map series as not renewed and published by the Aerial Survey Office since 1998 which was normally renewed and published every 6 to 9 years in the past few decades. However, the Aerial Survey Office offer the color orthophoto imagery based map for map user by the ay of color ink-jet printing. This kind of map is easily blurred and discolored due to the heavy moisture and sunlight in the field, therefore, the map must be purchased quite often. Consequently, the procedure for making orthophoto maps by using aerial photos has been developed in this study in order to produce maps in Kaohsiung city. In other words, the staff need not go to Taipei to buy maps, and a lot of budget and travel time could be saved owing to the ability of map making. Besides the developed procedure for map making, the other purposes of this study are as follows: ●To investigate available map products in the market regarding Kaohsiung city. ●To discuss the opportunity as ell as perspective of map making industry in aspects about shorten map-renew period, new invented digital aerial camera, and the progress of hardware/software for map-making.
