For the ”Ching-li reforms,” Fang Zong-yeng asked to unseat the half-assed officers, but there were many officers dissenting from Fang's plans. Fang had ever appointed Teng Zong-lian and Zong Si-heng during the Sung-Xia war. They were controversial. Especially, Teng was involved in a malversation. It was one of reasons that Fang's antagonists attacked Fang. Anyway, because that was necessary for the frontier defense, Fang appointed those officers based on their abilities not on their morality. Therefore, the research of this paper focuses on Fang's ideals and devices for appointing efficient officers.
