政府採購案件底價與決標金額間差異影響因素之研究：以五都為例

Factors Affecting the Difference Between Base Price Bidding and Tender Awarding Value: The Case of Special Municipalities in Taiwan

摘要

依《政府採購法》規定，最低標決標者除確有緊急情事得超底價決標外，金額由大至小排列。預算賸餘可能造成對財政不利之影響。另外底價分析不當，承辦人亦有受處分之前例。本研究資料範圍包括升格後五直轄市，並定義「標比」，結果發現在自變數中，預算金額與決標時間對標比具有負向之顯著影響。招標方式、投標廠商家數及履約地點對標比具有正向之顯著影響。工程類案件及勞務類案件則較基準組財物類案件，分別具有正向及負向之顯著。

According to the Government Procurement Act, the procedure of determining the most advantageous tender which is tender offer should lower than the bidding base price. However, if difference between bidding base price and tender offer is huge, it is easy to cause government to spend the remaining amount of money in the fourth quarter. Otherwise, government has to return money to treasury at the end of the year. In addition, when the in charge makes the bidding base price bidding inadequate, in charge will be punished. The data of this study includes the government procurement notices of the five special municipalities in Taiwan in 2011. The empirical result of this study is: the budget value, method invitation tender, the number of the tenderers, the tender offer schedule, the classification of the procurements, and location have a significant effect on the difference between bidding base price and tender offer.
