Efficiency Evaluation and Managerial Decision-Making Matrix for Life Insurance Industry in Taiwan

摘要

本文將人壽保險產業之經營過程拆解為「管理」與「價值創造」兩階段，並應用網絡差額變量資料包絡分析模式（Network Slacks-Based Measure DEA Model；NSBM），分析2010年至2015年國內27家人壽保險公司的經營效率。我國人壽保險產業之管理、價值創造以及總合等效率之平均值均小於1，顯示整體產業之效率還有改善空間。此外，分別定義「管理」與「價值創造」效率值為橫軸與縱軸，並以整體人壽保險產業之平均效率值為基準，建構人壽保險業之管理決策矩陣。最後依據受評人壽保險公司評估之效率值定位，只有9家保險公司同時具有管理與創造價值效率，故其他業者應依效率缺口調整經營策略。

This paper analyzes the efficiency of life insurance industry over the period 2010-2015 by using network slack-based measurement DEA model (NSBM), which decomposes the operation process into managerial stage and value-creation stage. The managerial, value-creation, and overall efficiencies are all less than 1, indicating that there are more spaces to improve for the industry. To precisely analyze the causes of inefficiency, this study uses efficiencies values obtained from NSBM to construct the managerial decision-making matrix, which reveals only nine insurance companies are classified as reaching both efficiencies. Therefore, different Strategies should be employed by others.
