摘要
新型冠狀病毒肺炎（COVID-19）的全球大流行，對世界各國的大眾健康、經濟、政治等造成重大衝擊。隨著COVID-19疫情不斷蔓延，英國成為全球疫情最嚴重國家之一。然而，英國疫苗政策的表現，為英國抗疫之路帶來曙光，並成為全球對抗疫情重要里程碑。英國於2020年底成為全球首個施打疫苗的國家，並於隔年達成世界領先的疫苗接種率。相較於其他國家，英國COVID-19疫苗政策的成果，視為成功案例，因而值得進一步研究。本文旨在探討英國COVID-19疫苗政策的發展歷程，以及英國疫苗政策的優勢與局限。英國COVID-19疫苗政策的領先成就，足以提供世界各國參考借鏡。本文透過英國COVID-19疫苗政策的實證個案研究，分析英國COVID-19疫苗政策的發展歷程、優勢與局限，總結英國COVID-19疫苗的經驗啟發。

The outbreak of COVID-19 pandemic has made a profound great impact on public health, economy, politics, etc. around the world. With the spreading of COVID-19 pandemic, the UK has become one of the worst affected counties in the world. However, the achievements of UK vaccine policy have not only brought the UK the crack of down in the battle against COVID-19, but also marked a significant milestone in the world's fight against the pandemic. The UK was the first country in the world to authorize and start rolling out a COVID-19 vaccine at the end of 2020. Also, the UK is one of the countries which have enjoyed the highest global COVID-19 vaccination rates. Compared with other countries, the performance of the UK's COVID-19 vaccine policy has been widely regarded as a great success and deserved further study. This paper aims to explore the development process of UK COVID-19 vaccine policy as well as its strengths and limitations. The case study of UK COVID-19 vaccine policy can serve as useful reference for other countries. This paper is set to analyze the development process, strengths and limitations of UK COVID-19 vaccine policy, before summarizing the empirical enlightenment from the case study.
