Since Xi Jinpin took office, he has implemented the policy so called "the objective of building a strong armed forces." Relevant documents and references were therefore released and analyzed in order to enhance the situation awareness of the ROC military personnel in current hostile and unpredictable environment. After Xi jinpin assumed the position of General Secretary, he started to conduct inspection visits to the units and troops of the People's Liberation Army in order to fulfill this objective. By way of dual-track implementation which includes military and political affairs, while no longer follows the concept of "power grows from the barrel of the gun", the revolution of military affairs in PRC and has reached a new epoch. Under Xi's directives, the priority of the strong armed forces is that the armed forces must be able to fight a war and win a war. In addition, only through the military preparations and by following the warfighting standard operating procedures can ensure all units to acquire the capabilities of "quick response, readiness and winning the war". Therefore, the following guiding principles remain unchanged: the armed forces must be considered as the lifeblood; the power is derived from the military; and war can solve all disputes.
