全民國防教育的永續發展,除了計畫和執行之外,評鑑亦屬相當重要的一環,三者缺一不可。透過有效的評鑑,可以改進教育缺失,提升教育品質,而教育指標的設計與訂定,更是教育評鑑過程中最重要的步驟。本研究旨在建構政府機關(構)全民國防教育評鑑指標,研究方法採文獻分析、焦點團體訪談及深度訪談等,研究計有評鑑構面3項、評鑑項目7項、評鑑指標26項,做為未來研修相關評鑑辦法時之參考。
For the sustainable development of all-out defense education, in addition to planning and execution, the evaluation is also an important part. These three parts are indispensable. The disadvantages of education and education quality could be improved through the effective assessment. Moreover, the design and establishment of education indicators are the most important steps in the education evaluation process. The purpose of this study is to establish evaluation indicators for all-out defense education in government agencies. The methodology consists of literature analysis, focus group interviews and in-depth interviews. The research result includes 3 dimensions, 7 evaluation items and 26 evaluation indicators as the proposed suggestions in order to modifying relative policies.
