摘要

2014年俄國以不發一槍一彈之方式，併吞烏克蘭克里米亞，震驚西方世界，並相繼對「混合戰(Hybrid Warfare)」展開研究。本文藉研究俄國以混合戰方式侵略烏克蘭克里米亞作戰經過，從中歸納其成功關鍵因素。作戰內涵以特戰部隊為主體，執行非傳統作戰，將作戰重心置於民眾，結合資訊網絡與科技的運用，以複雜與細膩的手段迫使克里米亞屈服。本文分析中共若仿照俄國混合戰方式侵略我國，就風險評估與可能景況，預判我國可能應處思維與方法。

Russia invaded Ukraine Crimea peninsula, with a well-planned and a surprising method, at low cost and gaining most interests, which is called ＂Hybrid Warfare.＂ After studing the key factors of Russia's hybrid warfare in Crimea operations, we found that the decisive operation is using special operations forces. The center of gravity lay on civilian population. The connection of using information technology makes hybrid warfare a more serious threat. This essay makes a risk assessment on China threat across the Taiwan Strait with an assumption of using hybrid warfare against Taiwan in order to look for solutions of national security.
