「灰色地帶」行動:臺美高層訪問與中共對臺軍事威脅模式初探

"Gray Zone" Actions: A Study on Taiwan-US High-Level Mutual Visits and China's Patterns of Military Threat to Taiwan

摘要


1979年中美建交後,雖然中止臺美雙方正式外交關係,但仍維持非正式外交至今。然自1990年之後,中共多次因臺美高層訪問,多次以藉口所謂美國違反「一個中國」原則,於臺灣周邊舉行針對性軍事演習,並依據其單方面認知踩「紅線」之嚴重程度,導致演習型態與強度亦略有差異。當前,基於中共雖尚無明顯而立即之武統徵候,故針對性軍事演習實多屬於非戰爭型態的威脅策略;基此,本研究擬導入「灰色地帶」光譜,解構中共完整軍事演習與非軍事行動模式,並據兩岸互動「新常態」解構各種威脅行動,除可為我國未來類案發生判斷之參考,更可據以研擬適切因應策略或反制手段。

Although formal diplomatic relations between Taiwan and the United States were suspended in 1979, after the establishment of official diplomatic recognitions between China and the United States at the same time, informal diplomatic dialogues are still maintained. However, since the 1990s, in the name of violating China's so-called "One-China Principle," China has held several targeted military exercises around Taiwan because of high-level mutual visits between Taiwan and the United States officials. Meanwhile, according to the severity of stepping on the "red line," the type and intensity of the military exercises are also different. Now, based on China has not yet shown signs and specific evidence of military reunification; hence, these targeted military exercises are mostly still non-war threats. According to these assessments, this study intends to introduce the "gray zone" analytical spectrum, construct a complete military exercise and nonmilitary action mode, and deconstruct all threat actions by Taiwan Strait's "new normal." In the future, the result will not only be a reference for estimating similar cases and a basis for developing appropriate responses or countermeasures.
