從「國家利益」觀點論美「中」在「以巴衝突」中的大國競爭

Investigating the great power competition between the United States and China in the "Israeli-Palestinian conflict" from the perspective on "national interests"

摘要


國家利益是國家對內對外行為的根基,與國家安全、領土主權、經濟穩定及制度維護有關。國際社會為無政府狀態下,大國能獲得國際社會「信賴感」的國際政治利益,似乎與國家的「根本利益」同等重要。美國現為全球最強大的國家,以色列為中東地區最強的霸權國,兩者的國力與地位實難找到與其匹配的對手。然而,「加薩戰爭」的發展而引導出對美、以不利的國際輿論時,其僅僅重視戰爭中實際的戰果(消滅哈馬斯),未因國際輿論對其不利而修改其戰略行為。相較於中共,利用以巴衝突努力推銷「全球安全倡議」,似乎獲得較多國家的認同。「中」美在中東地區的大國競爭,除了要增強本身實力外,對於國際聲譽的維繫以及道德形象的維持,仍是一項不可或缺的必要條件。

National interests are the foundation of a country's internal and external behavior and are often related to national security and development, territorial sovereignty, economic and social stability, and institutional maintenance. In an anarchic international society, the international political interests of a great power can gain the "trust" of the international community. It seems to be as important as the country's "fundamental interests." The United States is now the most powerful country in the world, and Israel is the most powerful hegemonic in the Middle East. It is difficult to find a rival to match the power and status of these two countries. However, when international public opinion was unfavorable to the Gaza war, they only focused on the actual outcome of the war (the elimination of Hamas) and did not modify their strategic behavior because of unfavorable international public opinion. Compared to the Chinese Communist Party, it seems that its efforts to promote the "global Security Initiative" by exploiting the Israeli-Palestinian conflict have been recognized by more countries. In the competition between China and the United States in the Middle East, apart from strengthening, its own strength maintaining its international reputation and moral image is still an indispensable requirement.
