The concept of "new quality productive forces" was firstly proposed by Xi Jinping, the president of the PRC, during his inspection of Heilongjiang in September 2023. The concept emphasized promoting economic development to achieve effective qualitative improvement and reasonable quantitative growth. After the Two Sessions in March 2024, it even further became the primary national policy actively adopted by governments at all levels. At present, the PRC faces difficulties such as economic slowdown, real estate debt crisis, high unemployment rate, and massive withdrawal of foreign capital. PRC wants to use new theories combined with technological innovation to seek the path of development and practice to lead the national economic recovery. However, Xi Jinping only uses the economic principle of materialist thinking to reflect its materialism, which makes economic development strategy without reforming the political system. This way has led to endless internal corruption problems and power struggles. Hence, industrial innovation, free market, and the rule of the legal system will become political slogans. The development prospects and outlook of "new quality productive forces" could remain bleak in the long term.
