英、美、法與我國國家元首職權角色之比較研究

國家元首職權角色定位的問題，一直以來是我國憲政發展的焦點議題之一，總統身爲國家元首，因於憲法職權而發的任何政治作爲，既是主導整個政府體制運作的核心，影響所及，更是穩定政局的關鍵所在。然而，歷經六次憲改的過程，對於總統職權角色的定位究竟應以如何爲宜，迄今仍是仁智互見，多有爭議。茲相較於英、美、法三國的政府體制特色，我國在此方面的憲政規範，似乎難免有所不逮，而攻錯之處仍多。

For a very long time, there is one of focuses discussion of constitutional development process that how to identify discharging the chief of state's duties role in Taiwan. Obviously, the president to be a chief of state, he always does any political action according to constitutional rights and obligations. For this reason, the president is not only the circus of leading operation of totally government system, but also a key point of political stability. Nevertheless, during the process of six constitutional reforms, until now there are so many debates about how to identify discharging the chief of state's duties role. After comparing to the characteristic of government system of Britain, America and French, about this topic that there is maybe not perfect of the constitutional norm in Taiwan, but it still worthy of learning to modify.
