“府際關係”對台灣大陸政策制訂過程中之影響:以“金馬小三通”政策為例

九O年代以來,因牽涉國家認同,台灣朝野各界對大陸政策之制定少能有效整合。但二OO一年一月正式實施的金馬「小三通」政策卻是少數的例外,而且正值台灣首度政黨輪替,藍綠陣營高度對立下,該政策卻能整合朝野各界看法,在一年內制定完成並正式實施,其中原因爲何? 本文以府際關係觀點探究其原因。研究發現,金馬「小三通」政策涉及之各級政府及其主要行動者,包括金馬地區的民意趨向、陳水扁總統爲代表的執政的民進黨政府、在野的泛藍陣營與及主管大陸政策的陸委會等,於該政策的制定過程中均存在各自角色與考量,但能異中求同達成整合。 由上述個案之討論,本文建議大陸政策相關決策人士,必須重視各級政府互動對兩岸關係的衝擊,並建構合理「府際關係」的新管理體制,方能爲台灣大陸政策營造政策可行性與有效整合的政治環境。

Since 1990s, there has been not effective integration of Taiwan mainland China policies between the ruling regime and opposition camps, of which the cause involves the controversy of national identity. 1 January 2001 Kinmen/Matsu Mini-Three Links is the exception rare, however. The realization of Mini-Three Links is at the very time of party turnover with tense rivalry between Pan-blue and Pan-green camp. What could account for the realization? The query is the major concern addressed in the article. Based on the view of inter-governmental relations, the article will explore the reasons for that. Through literature review, it's showed that the decision-making of Kinmen/Matsu Mini-Three Links hinges on every-level government and some related actors. These actors include public opinion orientation in the observed areas (namely Kinmen and Matsu), President Chen Shui-bian -led DDP government, pan-blue opposition forces, the related officers of MAC involved in the making of Mainland China policy and the like. Various actors come to reflect the variance in role-playing and policy consideration. It's possible to see convergence among extensive divergences. By means of case study, the article will bring forth some significant policy recommendations for those involved in policy-making. Policy makers are supposed to emphasize the impact on Cross-Strait relation in the course of interactions among different-level governments and manage to construct a new managerial regime, which will be able to create a benign political environment potential for an effective integration of diverse Taiwan mainland China policies.
