電子治理中政府對企業計畫（G2B）評估架構

電子化政府在世界各國已形成風潮，並朝向電子治理發展，然而電子治理的績效評估目前仍多為概念探討，尤其欠缺從利害關係人角度出發的績效指標與實證研究。本研究綜合國家型電子治理評估、網頁感知品質型評估、滿意模型評估與利害關係人等評估指標文獻，同時以G2B電子治理計畫為例，發展計畫評估架構與指標。本研究進一步透過層級分析法，展示此評估架構與指標體系的應用，透過問卷蒐集萃取學者與實務專家的經驗，決定各層級G2B評估指標的權重，並比較各階段構面以探討其權重強弱的可能解釋。最後本段將以上述成果為基礎進行深入討論，並提出相關實務與研究建議。

E-Governance has been introduced and promoted for a long period of time; however, there still remains a number of questions regarding the performance evaluation of various e-government programs, particularly, lack of performance index from the perspective of stakeholders and extensibility of empirical studies. Through literature related to e-governance, perceived quality of web services, and satisfaction modelsl, an E-Governance evaluation framework for eovernment to business (G2B) programs has been developed. Based on framework, in-depth interviews, and the method of Analytic Hierarchy Process (AHP), we compare subjective expert judgments made by policy decision-makers, industrail experts, and academic scholars. Policy implications are further discussed.
