China's Charm Offensive in Africa: Harmonious Worldview and Soft Power Strategy

摘要

由於非洲大陸擁有豐富資源及強大的集體政治力量，且為中國重要的戰略盟友與經濟貿易夥伴，所以如果能爭取其認同、接受、羡慕甚至主動模仿中國，不僅有助於穩定與安全地獲得經濟發展所需的原物料和商品市場；同時也能夠獲得必要的政治和外交支持。因此，發展與非洲國家之間的關係成為中國外交的重點。本文透過「軟權力」這一研究途徑來分析中國的非洲外交，首先，本文回顧中國非洲外交政策的轉變；其次則說明中國的政治與經濟利益；再次論述「和諧世界觀」以及「軟權力」的意涵以作為分析的基礎。最後則透過文化、經濟及政治這三個面向來分析中國的軟權力戰略。

A continent of rich energy resources and collective political influence, Africa is an important strategic ally and economic partner for China. With multiple interests in Africa, China has long set relations with Africa as a key part of its foreign policy. Beijing's soft power strategy include bilateral cooperation in areas such as human resource development, education, cultural exchange, economic assistance, debt relief, investment and tariff reduction on different levels. This article inquires into China's soft power policy in Africa.
