Management Strategy of Psychiatric Hospital during COVID-19 Pandemic
精神專科醫院因應COVID-19疫情之管理策略
Abstracts
The rapid spread of coronavirus disease-2019 impacts the operational capacity of major healthcare facilities. As a core hospital in the mental health care network, our hospital shoulders the responsibility for related treatments. To avoid disruption of the caregiving capacity due to the impact of the pandemic, our hospital has adjusted the relevant processes and standards in accordance with national pandemic policies, including the diversion of newly admitted patients, management of human resources, preparation of the environment and supplies, adjustment of treatment modalities, and the management of visitors and caregivers. Under the implementation of various management strategies, our hospital has effectively prevented the infiltration of the novel coronavirus, achieving the milestone of zero in-hospital outbreaks and maintaining an average bed occupancy rate of 54.2% that ensures continuous treatments for the psychiastric patients even in face of severe pandemic and shields them from virus intrusion. In the entire process of planning the pandemic prevention management policy, the nursing department plays an extremely crucial role as the unit is most knowledgeable about the infection management regulations in the hospital. It is essential to employ various theories and strategies to lead the medical team to unleash their optimal capabilities. We hope that this experience serves as a valuable reference for relevant professionals in devising comprehensive measures for pandemic prevention, as we collectively strive towards the promotion of public health.

新型冠狀病毒快速蔓延衝擊各大醫療院所運作，本院為精神醫療網核心醫院而肩負相關治療重任，為避免照護量能受疫情影響而中斷，配合國家防疫政策大刀闊斧調整相關流程，包括新病人分流、人力資源管理、環境及物資整備、治療模式調整、訪客及陪病者管理等。在各項策略推展下，本院有效預防新型冠狀病毒滲透，達成院內零群聚之成就且維持平均占床率54.2%，讓精神科病人在嚴峻疫情下仍可獲得持續治療，免於病毒侵害。在整個防疫管理政策擬定的過程中，護理部為全院最清楚感染管理相關規範的單位而扮演極為重要的關鍵角色，須運用各種理論及策略帶領醫療團隊發揮最佳戰力。期盼此經驗可供相關專業人員規劃各項防疫作為之參考，共同為促進全民健康努力。
