立法委員選區劃分之「傑利蠑螈」探討：以臺中第二選區為例

立法委員自第7屆起採單一選區兩票制。選區劃分成了兵家必爭之地，甚麼情形會是所謂的「傑利蠑螈」不公的劃分？本文係針對第7屆立法委員選區劃分以來，臺中縣第二選區常被質疑其從海線沿伸向山線涵蓋六鄉鎮市，地形狹長特殊，恐係為沙鹿顏家創造「傑利蠑螈」選區之疑義進行探討。亦發現第十屆選區重劃時臺中市仍未擺脫舊有縣市疆界，投票時8個選區中有5個選區人口數不符人口均數±15%原則，而中二選區狹長地形仍在；接著將最近四屆正副總統選舉各組在全國的總得票率與在中二選區的得票率進行比對，藉以分析當初選區劃分是否圖利特定政黨或個人；最後則試擬臺中市八個選區之劃分方案，使之皆符合人口均數±15%原則與區域完整緊湊性，以供參考。

Legislators have adopted a two-vote system for a single constituency since the seventh term. The division of constituencies has become a battleground for military strategists. What is the unfair division of the so-called "Gerrymandering"? This article is aimed at the division of the 7th Legislative Council. The second constituency of Taichung County is often questioned because it stretches from the sea line to the mountain line and covers six townships, towns and cities. The terrain is narrow and long. It is feared that the question of creating a "Gerrymandering" constituency for Sha Lu Yan's family will be discussed. It was also found that Taichung City had not yet gotten rid of the old county and city boundaries when the 10th electoral district was redrawn. At the time of voting, 5 out of the 8 electoral districts had a population that did not meet the principle of ±15% of the average population, while the narrow and long terrain of the Taichung Second District was still there. Then, compare the total vote ratio of each group in the last four presidential and vice-presidential elections in the country with the vote ratio in the Taichung Second District, so as to analyze whether the original constituency division was for a specific political party or individual; Finally, the division plan of the eight constituencies in Taichung City will be tried out, so that they are all in line with the average population and regional integrity and compactness, for the reference of aspirants.
