臺灣高等教育新貌——從國際學生來源轉變看教學新挑戰

The New Situation of Higher Education in Taiwan: Changes Caused by Different Sources of International Students

摘要


臺灣社會少子化問題嚴峻,高等教育以招收國際學生為拓展生源的方法,是故當前大學校園中,各科系都比以往有更多不同語言、文化的國際學生。本研究自教育部等國家單位公告的統計數據發現,2018年來台就學的國際學生有很大的轉變,在2018之前國際學生以具華文化背景的馬來西亞華僑、陸生、港生居多,2018起則以馬來西亞以外的新南向國家為主。國際學生來源不同,學習需求也有所改變。此現象讓課堂教學語言面臨挑戰。國際學生不等於母語為英文的學生,不一定能接受全英授課。當前臺灣高教課堂上,開始出現華語與英語能力都不足、且需通過華語能力檢定的國際學生。協助師生克服教學困難、提升華語能力的需求十分急切。建議提高國際生華語學習時數、發展適合國際生的高教教材或教學方式、加強教師對多元學生班級經營能力與文化理解。

Taiwan's declining birthrate is a serious problem, and higher education is recruiting more international students. Therefore, there are more international students with different languages and cultures in various departments on university campuses than before. According to statistical data announced by the Ministry of Education and other national units, it was found that the number of international students coming to Taiwan has changed significantly since 2018. Before 2018, most of them were Malaysian overseas Chinese, mainland students, and Hong Kong students with a Chinese cultural background. Since 2018, they are mainly from new southbound countries. This phenomenon poses challenges to the language used in classroom teaching. International students are not equal to students whose native language is English and may not be able to receive instruction in English. In Taiwan's higher education classrooms, there are international students whose Chinese and English skills are not good enough and who need to pass a Chinese language proficiency test. Teachers need to overcome teaching difficulties and help students improve their Chinese language skills. This study recommends increasing the number of Chinese language learning hours for international students, compiling higher education textbooks suitable for international students, and improving teachers' class management and cultural understanding.
