老市街實施都市更新的可行性之研究－以金門沙美老街為例

摘要
臺灣位處歐亞與菲律賓海版塊邊緣，地狹人稠，大部分的人口，都集中居住於都會區之內，當發生地震災害時，極有可能造成人員及財物上的傷亡及損失，然而，縱觀國內的都會區之中，仍有舊時建造的老市街建築物，在無人居住及使用的情況之下，已日漸頹廢、倒塌，舊時之設計，皆為易燃材料和年久失修及未改建，多數已外牆蔽體破損或漏水，導致木造、夯土、磚造、樓板等結構腐蝕、損壞、電源線隨意拉設且整排緊臨著，更無防、滅火救援設施，常會發生電線走火等火災及地震和颱風來襲時，可能發生建築物倒塌，掉落物損害鄰房與砸傷路人等情事，衍然已經成為阻礙都市都市機能發展的地方，筆者透過親身實際參與保存運動與文件（獻）分析等質性研究方法，加以研究與探討，提出相關的建言，祈許能加速老街都市更新的契機。
