彰化縣防火管理制度對防火管理人之執行成效研究

Research of Executive Efficacy for Superintendent in charge of Fireproof on Fireproof Management System in Changhua County

摘要

本研究以彰化縣「防火管理人」為研究對象，針對推動防火管理制度，對公眾使用建築物火災發生率之執行成效的影響進行探討。研究自有遴用「防火管理人」之2,142家，以隨機抽樣的方式進行1,000份的問卷調查，共回收有效問卷920份，有效回收率92％。本研究獲致以下結論：
1.在參加防火管理人講習後，女性對於各種消防設施之操作方法的了解程度較男性佳；男性對於防火管理制度內容的了解程度較女性佳。
2.在參加防火管理人講習後，41歲以上者對於消防設施之操作方法的了解程度較30歲以下、31~40歲者佳。
3.在參加防火管理人講習後，中高階層主管對於參加防火管理人講習之執行成效的看法較基層者佳。
4.在參加防火管理人講習後，已婚者對於參加防火管理人講習之執行成效的看法較未婚者佳。

This researcher, citing ＜||＞superintendent in charge of fireproof＜||＞ as a researching target and subject, aimed at expediting fireproof management system and proceeding probe into influence of executive efficacy on fire occurrence rate in a public building. 2142 houses of ＜||＞superintendent in charge of fireproof＜||＞ were carefully selected in this research. Method of random sampling was taken for further exploration. Among 1000 questionnaires dispatched in which only 920 questionnaires were received with validly returned rate of 92%. After analysis and dissection, conclusions were circumstantiated below:
1. It was genuinely true that female fully understood operation method of all kinds of facilities in fire prevention and extinction much better than male after participating in seminar for superintendent in charge of fireproof., it was absolutely conclusive that male was superior to female as far as substantial content of fireproof management system was concerned.
2. That person whose age was over 40 fully understood operational method of facilities in fire prevention and extinction much better than person whose age was below 30 and one between 31 and 40 was very unambiguous after participating in seminar for superintendent in charge of fireproof.
3. It went without saying that chief in moderate/top level was superior to chief in basic level as far as executive efficacy of participating in seminar for superintendent in charge of fireproof was concerned after taking part in seminar for superintendent in charge of fireproof.
4. Married person was superior to unmarried one as far as executive efficacy of participating in seminar for superintendent in charge of fireproof was concerned after taking part in seminar for superintendent in charge of fireproof.
