日本青年非典型就業現況與發展之探討-兼論飛特族勞動權益保障

A Study of the Current Status and Development of Atypical Employment Among Japanese Youth, alongside a Discussion on the Protection of Freeters' Labor Rights

摘要


受經濟全球化的影響及企業採取勞動彈性化下,青年非典型就業者大量被運用,但為建構安定就業環境,飛特族轉正職員工及青年非典型就業者之職涯發展已成重要課題。為此,本研究利用次級資料分析法,探討日本青年非典型就業特性,且研析輔導飛特族轉正職員工之案例,進而由保護勞工的觀點將日本青年非典型就業發展彙整出以下2個方向值得台灣借鏡之用,首先是借鏡日本積極輔導飛特族轉正職員工相關措施及補助確保僱用安定化;其次是日本推動「雙軌制教育」提升青年非典型就業者技能值得台灣學習。

A large number of young atypical workers have been employed by businesses due to the need for workforce flexibility as well as economic globalization. In order to help create a stable work environment, a close examination is needed of the transition process from freeters to full-time employees and the career development of young atypical workers. This study is based on the results of a secondary data analysis of the characteristics of atypical employment among Japanese youth and investigates cases of counseling freeters in their transition to full-time employees. By looking into the development of young atypical workers in Japan from the viewpoint of workforce protection, the study highlights two general directions that Taiwan can take: firstly, learning from Japan's success in maintaining employment stability by proactively providing assistance for freeters' transition to full-time employees through relevant measures and subsidies, and secondly, adopting Japan's policy of promoting "dual system", which helps improve the skills of its young atypical workers.
