VoIP (Voice over Internet Protocol) is technology used to transmit voice data by compressing it into smaller packets and decompressing it on the other side. Because it's cheap and convenient, VoIP has gotten more popular than PSTN (Public Switched Telephone Network) and has become an important communication tool. With VoIP becoming widespread, crimes committed using it is becoming a serious issue. Although there are various interception systems for law enforcement in the PSTN network, there is still no fully developed, standard interception scheme for VoIP. In this paper, we propose a legal interception system for SIP-based VoIP service is proposed. The proposed VoIP interception system would not need to change the original network topology. Therefore, the interception target will not detect the interception. Also, the proposed system can intercept both the interception content as well as connecting information. In addition, the concept of an agent mechanism is used; this system is both efficient and flexible. Besides, users can easily obtain a complete communication record and user information through the user friendly interface.
