台灣石油工會行動策略之研究-組織變革的觀點

A Viewpoint of The Organization Changes The Case Study of Operation Strategy of Petroleum Association of Taiwan (TPWU)

摘要


本文即以台灣石油工會為例,探討工會的組織變遷對其行動策略的影響。透過工會內部資料的蒐集與分析、相關文獻的探討,以及對工會領導幹部的訪談,發現工會組織的運作因素,對於其行動策略產生重大的影響,這些內外在因素包括外部的政治、經濟、社會、法律等環境變遷,內在的工會內部權力結構與運作規則、相關資源的分配、會員的向心力、領導者的領導風格、事業管理者的風格,乃至工會組織內部派系鬥爭等。這些因素影響了工會在與資方互動過程中所採取的行動策略,這些行動策略包括溝通、協商、談判、抗爭等,藉以達到保障勞方權益的目標。透過本研究的進行,將能瞭解在台灣石油工會的個案中,工會組織變遷對其行動策略所產生的影響,從而對組織的環境變遷與策略選擇之間的關連性有更深入的瞭解。

This article takes a case of Petroleum Association of Taiwan as an example, studying its transformation influence on its action strategy. This article collected a lots of information and relative reports about the labor, and the interview with some of the union leaders and we found out that the organization external and internal changes is a big effect of the action strategy. The external and internal factors including, the external politic, economy, society, law and environment changed; the inner authority structure and operation rules of the labor union, relative resource- allocation, members’ centripetal, a work style of the leadership, a work style of the business manager and the inner groups troubles. Above mentioned factors influenced the action strategy interacted between the union and labors. These action strategy includes communication, negotiation, discussion, contention and others. Through this study, we are able to understand how the union transformation impacts on privatization action strategy from Petroleum Association of Taiwan case. And we could more understand the relation between organizational transformation and policy choice.
