鄉村旅遊永續發展指標之建構：無米樂社區為例

眾多社區試圖融合農業生產與觀光旅遊建構鄉村旅遊永續發展之模式。既有研究多僅關注特色建築，社區產業，農村再生與文化維護之層面，缺乏傳統飲食文化之面向與完整鄉村旅遊永續發展之論述。本文整合產業，學術與政府部門之專家意見，建構無米樂社區鄉村旅遊永續發展指標，同時探討在地風味餐飲在於鄉村旅遊發展之重要性。經由模糊德爾菲專家問卷。建立無米樂社區永續鄉村旅遊發展四大面向與評估指標，並以模糊層級分析評估指標之相對重要性，較為重要評估指標依序係為特色建築，特色農產伴手禮與風味餐飲提供。研究之結果可供政府單位與社區組織做為永續鄉村旅遊發展參考。此外，在地美食與風味餐飲之重要性亦同值得社區組織與後續研究持續關注。

Several communities try to combine agricultural production and tourism activities to construct a development model of sustainable rural tourism. However, current studies mainly focus on aspects of architectural feature, community industry, rural regeneration, and cultural maintenance and lack of discussions on food culture and rural tourism sustainable development. Experts from industry, academia and government organizations were invited to construct sustainable rural tourism development indicators for Jing Liao Community in Tainan. Meanwhile, the importance of local food in rural tourism development was also fully addressed in the research. After two rounds of fuzzy Delphi questionnaire, 15 indicators from four main dimensions were achieved. Fuzzy analytical hierarchy process questionnaire was then used to evaluate relative importance of each indicator. The results of this study reveal that the most important indicators are ＂unique architecture＂ in the dimension of historical and cultural characteristics, ＂agricultural products＂ in the dimension of local food and rural meal, as well as ＂the supply of rural meal＂ in the dimension of local food and rural meal. These findings could be a reference for community development planning by government and industry. Furthermore, the dimension of local food and rural meal showed its importance in two of the three indicators, which encourages further researches.
