校園蓄洪池防洪標準之評估方法建立

The Estimation Method Establishment of Flood Protection for Retention Pond in Campus

本研究採用水土保持技術規範,進行既有校園蓄洪池之可防範洪水頻率年檢定,以了解現有校園防洪標準,並建立一個校園蓄洪池防洪之評估模式。檢定項目包括短延時暴雨及24小時長延時暴雨。計算時首先計算合理化之各項參數,包括集流時間、降雨強度及地表逕流係數等,隨後帶入公式計算,並利用水土保持技術規範,計算產生之洪水體積,並比對可蓄洪量,以了解防洪標準。經實例演算成果發現,以25年回歸周期爲例,明道大學校園蓄洪設施可以容納短延時暴雨所產生之洪水,但長延時之24小時暴雨蓄洪容積不足。

This study adopted the norm of soil and water conservation technology to calibrate the flood regression period of retention pond in campus, so as to understand the protection standard and establish the estimation method of flood protection for detention pond in campus. The items of calibration included short duration and long duration (24 hour) storms. Firstly, the necessary parameters, which include concentration time, rainfall intensity and runoff coefficient, were collected to calculate the peak runoff using rational formula. Secondly, the estimation equation of flood volume derived from the norm of soil and water conservation was used to estimate and compare with the useable retention volume, so as to understand the flood protection standard. A case study in Ming Dao University showed that the retention pond can protect the campus from the flood attack of short duration with 25 years return periods. However, the retention volume is not enough to resist the flood attack of long period storm with 25 years return periods.
