現今日益增長土地利用開發的各種土木及水土保持技術需求及工程各類技術的精進,帶動技師與執業的範疇國際化的討論議題,從過去的國內執業為主的氛圍,慢慢地邁入國際執業的場域。台灣於1991年以「中華台北」(Chinese Taipei)名義加入亞太經濟合作組織(APEC),與中國大陸和香港同時獲准入會。自加入以來,台灣積極參與APEC各項活動,透過這個多邊外交平台,與許多沒有邦交的會員交流互動,分享發展經驗,展現堅實的經貿實力與對世界的貢獻。透過APEC,台灣在亞太區域持續發揮影響力,參與各項會議與活動,並在國內舉辦相關會議邀請其他會員參加。近年APEC中國工程師學會,積極協助國內工程師加入APEC工程師行列,顯見國內技師執業範圍已經漸漸與國際開始啟動接軌的作業,如何與國際鄰國在APEC架構中取得互相認許的機制,是我們技師朋友們應該面對的事物。工程師學會所舉辦的亞太或國際工程師認證作業日益頻繁,可見技師執業未來與國際接軌之步驟,指日可待。也藉由本篇介紹技師如何加入APEC工程師或國際工程師的討論,廣邀更多技師朋友一起加入國際化的行業中,加速將本國優勢的技術產業輸出海外,深化參與並對APEC作出貢獻。
With the continuous growth of various civil engineering and soil and water conservation technologies, as well as advancements in engineering techniques, discussions on the internationalization of engineers' practices have begun to emerge. The focus has gradually shifted from primarily domestic practices to an international scope. Taiwan joined the Asia-Pacific Economic Cooperation (APEC) in 1991 under the name "Chinese Taipei," along with China and Hong Kong. Since joining, Taiwan has actively participated in various APEC activities, utilizing this multilateral diplomatic platform to interact and exchange with members without diplomatic ties, share development experiences, and showcase its robust economic and trade capabilities and contributions to the world. Through APEC, Taiwan has continued to exert influence in the Asia-Pacific region, actively participating in various meetings and events, and hosting related conferences domestically to invite other members to participate. In recent years, the Chinese Institute of Engineers (CIE) under APEC has been actively assisting domestic engineers in joining the ranks of APEC Engineers. This demonstrates that the scope of practice for domestic engineers has gradually begun aligning with international standards. Establishing mutual recognition mechanisms with neighboring countries under the APEC framework is an issue that engineers should address. The increasing frequency of international engineering accreditation activities organized by the Institute of Engineers indicates that aligning engineering practices with international standards is imminent. This article also introduces how engineers can join international engineering discussions through APEC and invites more engineers to join the internationalized profession, accelerating the export of Taiwan's advantageous technical industries overseas and deepening participation and contributions to APEC.
