Recently, National Land Management Agency, MOI issued a letter stating that the retaining walls and other soil and water conservation facilities which have been approved and recorded in the water and soil conservation plan are considered miscellaneous works of construction law. They shall not be placed on slope land with an average slope of more than 30% and not more than 55% area. This letter has caused Soil and water conservation practitioners are highly concerned about it, and there are many controversial and criticized matters.
