精進我國海巡機關之指揮應變體系－以美國海岸防衛隊事故現場指揮體系（ICS）為借鏡

行政院海岸巡防署為我國海域執法之專責單位，其職掌相當龐雜、多樣，加上台灣附近海域之環境變化多端，海巡人員隨時可能面對突如其來的變化。為避免案件或災害擴大，並且有效率的作出適當之處置，必須預先規劃一套良好的指揮系統。因此建立一套統一、具彈性、高效率且適應性強的指揮應變體系，為我國海巡機關應積極努力發展的方向。本文將就海巡機關現行之應變及指揮系統做一簡述，再參考美國海岸防衛隊事故現場指揮體系之應用情形，為我國海巡機關之指揮應變體作出改善建議。

R.O.C Coast Guard responds the maritime law enforcement in Taiwan, its mission is numerous and jumbled. And the sea environment around Taiwan is highly changeable. Thus, the staff of Coast Guard may confront a sudden case any time. To forbid the damage spreading when incident happened, and react appropriately and efficiently, it should establish a superior accident command system in advance. Therefor establish a united, flexible and high efficient incident command and control system is important to R.O.C Coast Guard. This article will make a description of the command and control system in R.O.C Coast Guard at first, and then refer to the Incident Command System of United States Coast Guard, to make some suggestions to improve the command and control system of R.O.C Coast Guard.
