The Design and Construction of A Journal Manuscript Submission Decision Support System

摘要


Purpose: Scholars have to collect lots of information related to their own cases in order to target the suitable journal. They often could not make the effective analyses, objective measurements and paper submission decisions through big data of academic journal. The major purpose of this research was to design and construct an excellent journal manuscript submission decision support system to help academic scholars when they try to submit their manuscripts to academic journals. Design/methodology/approach: The 4 steps of Simon's decision-making models were applied to the process of collecting intelligence, designing, selecting and implementing a case from the diverse myriad of academic journal publications. Both statistics and AHP (Analytic Hierarchy Process ) were used to deal with the sampling data. One computer aided bibliometrics system were constructed for our proposed methods and formulas. There are 3 subsystems including: 1) the decision factor filtering system, 2) the manuscript submission decision support system, and 3) the decision model verification system. Findings: In the proposed 8 dimensions and 37 factors to decide suitable journals, the publication quality dimension has the highest weight (50.45) in 8 dimensions. And the publication format has the lowest weight (37.50). The top 3 factors in 37 factors are: 1) journal impact factor, 2) journal name, and 3) reputation of the publication group. In the group-based weight analysis, professors prefer to journals impact factor (4.29) mostly. Associate professors prefers to proportion of submitting authors that are of the same nationality as the user (4.57) mostly. Assistant Professors prefer to electronic databases that archive the journal (4.45) mostly, and Ph.D. Students prefer to immediacy index of articles (4.29) mostly. Originality/value: The AHP, one of the most popular quantitative analysis methods was first time to be used to analyze the new proposed two-levels hierarchical structure of decision factors and their dimensions when authors or scholars consider to select the suitable target journal to submit their manuscripts. And the new decision model formula and correlating weight values were proposed and calculated in this study. In addition, five different groups differentiated by academic job title (professor, associate professor, assistant professor, lecturer and Ph.D. student) were first time to be selected and processed in order to get the insight for those different group of researchers.
