摘要

第二次世界大戰結束，美國派遣馬歇爾至華，接續調處國共內戰；未久，國共力量優劣易勢。一九四九年八月，美發表「白皮書」（The China White Paper），將中國大陸喪失的責任推給中國政府領導人蔣介石。杜魯門總統基於其國家利益，發表「白皮書」前的四月份，即命駐華使節司徒雷登，續駐原地，試與中共接觸、建交。此【介入】中國事務的對華政策，影響我中華民國國家安全甚鉅，甚至造成中國易幟，中國共產黨建政。
