從溫州動車列車相撞事故談高雄捷運安全管理
KAOHSIUNG MASS RAPID TRANSIT SAFETY MANAGEMENT- WITH RESPECT TO WENZHOU HIGH-SPEED TRAIN COLLISION
摘要
2011/07/23中國溫州發生動車追撞的重大事故不但對營運造成嚴重影響，也造成重大傷亡。如果軌道興建計畫開始即發展安全管理並落實，則這些軌道事故意外的風險可以降低到合理且實際可行的範圍，為社會帶來的成本效益是相當可觀，高雄都會區大眾捷運系統紅橘線路網建設（簡稱高雄捷運紅橘線）時，即瞭解到軌道系統安全的重要性，訂定合約時，即規定要求發展並落實安全管理。高雄捷運紅橘線建設時依據EN5O126訂定安全管理計畫，並建立危害登記冊上，這些危害經分析後，需要提出減輕措施，評估減輕措施確實能將安全風險降低到合理且實際可行的範圍內，並且納人設計，並提出安全紀實，高雄市捷運工程局聘請品質及安全管理監督顧問，協助監督高雄捷運紅橘線建設，工作包含審查，不定期安全管理稽查，測試期問執行測試見證，通車營運之前提出安全證明書。

The high-speed rail collision near the east-central city of Wenzhou on July 23rd 2011 not only had a severe impact on train operations but caused many casualties, more than 30 people died and 190 injured. The railway risk of disaster could be reduced to be As Low As Reasonably Practicable (ALARP) if safety management system had been developed and implemented at the beginning of the construction of railway project. The implementation of safety management would bring enormous benefit to society. The Kaohsiung City Government was aware of the importance of railway safety before implementing Kaohsiung Metropolitan Mass Transit System; therefore, the requirement to develop and maintain Safety Management was included in the concessionaire contract. The SafetyManagement Plan developed for the Kaohsiung Metropolitan Mass Rapid Transit System was in compliance with EN50126. The hazards for the operations of the mass rapid transit system were identified and recorded in hazard log and analysed. The mitigation measures resulting from hazard analysis would be evaluated to determine the safety risk to be As Low As Reasonably Practicable to be included as design inputs. The safety case had to be submitted. The quality and safety management supervision consultant was appointed to assist Kaohsiung Mass Rapid Transit Bureau to supervise the construction of Red and Orange Lines of Kaohsiung Mass Rapid Transit System. The scope of works included review, unscheduled safety management audit, test witness and submission of Certificate of Safety Validation before opening.
