CODEX食品輸出入查驗與驗證國際規範介紹

Introduction of CODEX International Standard for Food Import and Export Inspection and Certification

摘要


國際食品法典委員會(Codex Alimentarius Commission,簡稱CAC或CODEX)為訂定食品安全衛生國際規範之國際組織。針對食品輸出入查驗(Inspection)與驗證(Certification)系統,CAC制定系列原則及指引,明訂食品查驗與驗證應遵循風險評估(Risk assessment)、不歧視(Non-discrimination)、效率性(Efficiency)、調和(Harmonization)、等效性(Equivalence)與公開透明(Transparency)等原則,並對如何依前揭原則設計與執行,包括如何評定等效性等事項,訂定相關規則。CAC形塑國際調和之食品安全查驗與驗證體系,為基於輸入國對輸出國管理等效性承認與輸出國對執行等效性管理承諾之體系,實務執行上透過輸入國查驗與輸出國驗證,確保產品符合輸入國要求與維持貿易順暢。我國現行食品輸入管理體系之設計與實施,基本上與CAC原則相符。

The Codex Alimentarius Commission (CAC or CODEX) is an international organization, which sets international standards for food safety and hygiene. For food import and export inspection and certification systems, CAC has established a series of principles and guidelines, which specifying that inspection and certification systems should follow risk assessment, non-discrimination, efficiency, harmonization, equivalence and transparency principles, etc. CAC also has formulated relevant rules on designing and implementing the systems including the evaluation of equivalences according to the principles. CAC forms an internationally harmonized food safety inspection and certification system model. This food control system is based on the recognition of equivalence of the importing country to the exporting country, and the commitment of the exporting country to implement equivalent management. In practice, through the inspection of the importing country and the certification of the exporting country, both the importing and exporting countries can make sure that the exported products meet the requirements of the importing country and the trade goes smoothly. The design and implementation of our country's current food import control system are basically in line with the CAC principles.
