在過去幾十年裡,許多大規模地震發生在人口稠密的都會區附近,造成嚴重的人員傷亡與經濟損失。這些大規模震災共同的特徵為造成都會區建築物、交通、維生系統與重要基礎設施的嚴重損壞,並引發連鎖性的災害。因此如何能事先評估地震災情、提升區域以及都會區對於地震災害的抗災能力、降低災害損失,一直是各方努力的課題。本文扼要介紹如何結合地理資訊系統(Geographic Information System, GIS)分析都會維生設施震後情境的基本架構。另外,本文亦初步分析防救災部門的營運條件與特性,嘗試發展利用持續營運條件之地震脆弱性,評估防救災系統受到地震災害衝擊後之服務能力的可行性。
In past decays, several large earthquakes struck major population areas and caused heavy causalities and severe economic loss. These natural hazards revealed the vulnerability of our communities, buildings, lifelines, communication and other infrastructures systems, which also induced catastrophic cascading impact and consequence. To efficiently make the strategies to increase earthquake resistance and reduce disaster losses; therefore, a better understanding and assessment on the post-quake scenario are necessary. To aim to this purpose, in this paper an analysis procedure incorporating geographic information system (GIS) to evaluate the post-quake scenario of lifeline system is introduced. In addition, with the intention of developing an evaluation method on emergency relief and response systems, the continuity operation conditions is preliminarily discussed.
