2013 年11 月，中國大陸開始在永暑礁填海作業，未來此處將有一條3 公里的跑道；2014年1 月22 日，中共開始在赤瓜礁填海造島，島外圍也已加固了一圈防波堤；2015 年1 月26日，開始在渚碧礁開工，據估算面積已達93 公頃，幾乎是太平島的兩倍大。目前，中共在南海填海造陸的島嶼已有8 個；它們是渚碧礁、美濟礁、南薰礁、赤瓜礁、華陽礁、東門礁、永暑礁、安達礁。對此事，美國的反應極為強烈；宣稱南海過去沉於水下，而今經人工建設而成島嶼的，美國概不承認它擁有領海、領空的主權；將持續派遣機艦進入中共人造島礁12 海浬內，以反制中共宣稱擁有主權的立場。面對美國一連串強硬的反制，中共將如何回應？2015 年5 月18 日習近平指出，我同奧巴馬總統一致同意中美共同構建「新型大國關係」，這符合我們雙方共同利益。2015 年6 月16 日，中國外交部發言人陸慷表示，南沙群島的建設，將於近期完成陸域吹填工程；中共釋出的善意，能否緩和南海局勢？南海風雲，方興未艾！
