為探討航空保安有效性,本研究採用美國國土安全部運用於航空安全的預算資料進行探討,並使用包絡分析法可分為固定規模報酬和變動規模報酬。單一年度飛航安全防制效率分析結果,固定規模報酬只有可見聯運預防和應對小隊達到技術效率,至於變動規模報酬BCC模式分析結果中,聯合反恐特遣隊、可見聯運預防和應對小隊、檢查點等三項均達到技術效率。多年度飛航安全防制效率分析,固定規模報酬仍然只有可見聯運預防和應對小隊達到技術效率,至於變動規模報酬分析結果則可見聯運預防和應對小隊、檢查點等二項達到技術效率。本研究認為航空安全的保護措施不應只是大量的投入來提升功用,更應該與時俱進、求新求變,追求更有效的方法。
In order to explore the effectiveness of aviation security, this study uses the US Department of Homeland Security budget data, and the data envelope analysis method can be included the constant return to scale and variable return to scale models. The results of one year data of aviation security efficiency analysis, only visible intermodal protection response (VIPR) teams achieve technical efficiency in the constant return to scale model; as for the results of variable return to scale models, the joint terrorism task force (JTTF), VIPR teams and checkpoint screening with transportation security officers (TSOs) have reached technical efficiency. Multi-year data of aviation security efficiency analysis, only VIPR teams achieve technical efficiency in the constant return to scale; as for the results of variable return to scale models, the VIPR teams and TSOs have reached technical efficiency. This study believes that not only to invest a lot of budget to enhance aviation security, but should keep pace with the times, seek new changes, and pursue more effective aviation security.
