嚴重特殊傳染性肺炎疫情地方政府應變作為探討：以金門縣為例

摘要

在新型冠狀病毒引發的嚴重特殊傳染性肺炎全球大爆發背景下，檢視疫情演變為全球流行的脈絡，整理美、日、韓等國在面對疫情時的相關處置作為。彙整臺灣中央與金門縣政府的生物病原災害應變體系，透過整理疫情應變的時間軸，探討金門縣於此次疫情爆發近十個月後仍保持無人確診的處置對策。最後本文統整出金門縣政府在「加強出入境防疫管制」、「醫療物資及能量整備」、「強化居家隔離管制」及「避免大型群聚活動」四大面向的處置重點。

Against the background of a global outbreak caused by the new coronavirus, examine the epidemic situation as a global epidemic. Sort out the relevant disposal actions of the United States, Japan, South Korea when they facing the coronavirus disease 2019 (COVID-19). Integrating the biological disaster prevention and response plan of Taiwan's Central Government and Kinmen County Government. By sorting out the timeline of the epidemic response, study the countermeasure of the Kinmen County Government for no one is diagnosed in the outbreak nearly 10 months. Finally, this study summarizes the four key aspects of the response for the Kinmen County Government. The four key aspects are ＂strengthen entry and exit epidemic prevention control,＂ ＂medical supplies and resources preparation,＂ ＂strengthen home isolation control,＂ and ＂cancel the large-scale events.＂
