波蘭參與歐洲聯盟共同高等教育政策的發展與挑戰:理論與實際

摘要


本文探討的重心置於「波蘭參與歐洲聯盟共同高等教育政策」,研究案例之時間軸以二00四年五月一日至二0一五年五月一日,文中分析波蘭加入歐盟後,其高等教育制度之改革現況與未來發展,並從波蘭教育之立法、政策與行政等三個面向來解析波蘭參與歐洲聯盟共同高等教育政策的歷程,最後提出觀察與評論。從本文的討論中可以發現,後共時代波蘭揚棄共黨意識形態與教育體制後,積極加人歐洲高等教育區的整合工作,在研究工作與教育學習等方面則有走向市場化、全球化等趨勢。雖然歐洲高等教育區提供波蘭教育制度革新的契機,然而波蘭高等教育行政人員之思維邏輯,卻成為波蘭參與歐洲高等教育區最大的阻力,使得波蘭投入歐洲聯盟共同高等教育政策之歷程與發展,經常在轉型、成型與打回原形之間擺盪,成為波蘭邁向歐洲聯盟共同高等教育政策之阻力。

This paper is designed to analyze that Poland participates the EU Common Education Policy, and research timeline is set from 1st May 2004 to 2015. This research studies Poland's education policy, law, and administration to discover research finding how Poland plans to integrate into the European Higher Education Area - EHEA. This studies concludes that Poland is eager to get rid of communist education system during tradition period during 1990s, and Polish education system is intended for interrogation of the EHEA in which Polish education looks forward more capitaliszation and globalization. However, the EHEA modifies Polish education law; administration as well as policies, it is still challengeable for mentality of polish educators and educational governors. In fact, mentality of those people set impacts on polish education modernization.
