2019年底,全球新冠肺炎疫情開始蔓延,而台灣則於2020年1月確認首例境外移入確診個案。為了平衡民眾安全和經濟發展,衛生福利部動員了21家部屬醫院,成立集中檢疫所,以遏制境外病毒進入社區。衛生福利部嘉義醫院肩負嘉義市的防疫應變醫院,不僅成功先後成立了三家集中檢疫所,還擁有全國床位數最多的集中檢疫所。這三家集中檢疫所原本隸屬於不同屬性的機構,因此在徵收過程和經營管理上面臨各種挑戰和困難。如何在有限的人力和資源下,針對不同屬性的檢疫所建立有效的管理模式,同時高效地執行醫院防疫工作以及推動這三家檢疫所的業務,這無疑是一項艱巨且具有創新性的世紀性任務。本文旨在分享有關這項管理經驗的記錄,並作為未來設立和運營集中檢疫所,以及領導管理相關工作的參考。
At the end of 2019, the global COVID-19 pandemic began to spread, and Taiwan confirmed its first imported case in January 2020. In order to balance public safety and economic development, the Ministry of Health and Welfare mobilized 21 affiliated hospitals to establish centralized quarantine facilities to prevent the entry of the virus from abroad into the community. Chiayi Hospital, Ministry of Health and Welfare is responsible as the epidemic response hospital for Chiayi City. It successfully deployed three centralized quarantine facilities, one of which had the highest bed capacity in the country. These three centralized quarantine facilities originally belonged to different institutions, which presented various challenges and difficulties during the acquisition and operational management process. The task of establishing effective management models for these quarantine facilities, each with different institutional affiliations, while efficiently carrying out hospital epidemic control measures and promoting the operations of these three facilities, was undeniably a monumental and innovative task of the century. This article aims to share the recorded experiences related to this management endeavor and serve as a reference for future efforts in establishing and operating centralized quarantine facilities, as well as for leadership and management of related tasks.
