活化恆春地區自行車運動發展策略之探討
Discussion on the Development Strategy of Cycling Leisure Sports in Hengchun Area
摘要
休閒運動在全世界普遍受到重視，更逐漸列為保持身心健康的重要生活型態，國內自行車道系統行之有年且規劃完善，自行車產業更是揚眉國際。據文獻了解自行車休閒運動因確實能帶來身心上的好處，無論國內外皆普遍受到重視，更逐漸將成為保持身心健康的重要生活型態，但經由調查卻顯示使用量卻正在下滑，運動風氣確實有待加強。本文目的為針對恆春地區自行車休閒運動騎乘者，透過文獻分析探討相關定義、自行車種類、車道系統介紹及相關論述，再藉由SWOT分析法整理恆春地區自行車休閒運動推廣之阻礙，結果顯示恆春地區從事自行車休閒運動的阻礙有：地理位置偏遠、交通不便、住宿成本昂貴、生活物價過高、醫療體系缺乏、物資取得不易等問題。因此建議：一、積極辦理相關活動並爭取國際性及全國性自行車活動及賽事。二、落實針對自行車道系統不足的地方進行修建與維護。三、爭取騎乘者合理化住宿價位。四、建置當地健全醫療系統。五、改善交通運輸含週邊道路拓寬等工程。六、增加廣告與行銷。希望經由本文提供之分析與探討能提供有效改善方法，讓恆春地區自行車休閒運動可以發展出獨樹一格、享譽國際的自行車休閒運動勝地。

Leisure sports are not only widely valued all over the world, but also gradually listed as an important life style to maintain physical and mental health. Domestic bicycle lane system has been implemented for many years and is well planned. Moreover, the domestic bicycle industry is attracting international attention. According to the literature, cycling leisure sports can bring physical and mental benefits, so it is generally valued both at home and abroad, and will gradually become an important lifestyle to maintain physical and mental health. However, the survey shows that its usage is declining, and the sports atmosphere really needs to be strengthened. According to the cyclists in Hengchun area, this paper discusses the related definitions, bicycle types, lane system introduction and related discussion through literature analysis, and then sorts out the reasons for the obstruction of bicycle leisure promotion in Hengchun area by SWOT analysis. The results show that there are several reasons for the obstacles in engaging in cycling leisure sports in Hengchun area, such as remote geographical location, inconvenient transportation, high accommodation cost, high living price, lack of medical system, and difficulty in obtaining materials. Therefore, it is suggested that: 1. Actively handle related activities and strive to achieve international and national cycling activities and competitions. 2. Build and maintain the bicycle lane system. 3. Strive for reasonable accommodation price for riders. 4. Improve the local medical system. 5. Improve transportation projects including widening of peripheral roads. 6. Increase advertising and marketing. It is hoped that the analysis and discussion provided in this paper can provide effective improvement methods, so that Hengchun area can develop into a unique and internationally renowned cycling leisure sports resort.
