民眾對於醫學知識與健康議題的認知過程,主要來自媒體報導,大眾媒體不僅僅傳送重要健康教育資訊,也是政府相關單位與公共衛生專家經常用來宣傳、溝通健康政策,顯見其在社會中扮演非常重要的角色。由於專家與一般民眾對於影響健康因素的認知和因應的考量往往是不同,因此專家與民眾之間觀點的差異,需藉由大眾媒體來形成溝通的橋樑。隨著媒體技術的發展,各式各樣的媒介形式出現,讓民眾有更多健康訊息管道,卻也可能成為錯誤訊息傳播的溫床。本文將探討大眾媒體與健康資訊之間的傳播模式,並對過去健康傳播模式提出批判,最後提出政府為了促進民眾健康,除了透過大眾媒體傳播健康資訊外,也可以利用大眾媒體來和民眾展開討論、溝通與對話,讓民眾了解影響健康的社會、經濟、政治層面因素,並以「公民參與」模式來形成健康政策。
The public gains an awareness and understanding of medical knowledge and health issues primarily from media reports. Mass media not only transmit critical health education information but also frequently serve as a tool for government agencies and public health experts to promote and communicate health policies, demonstrating the vital role of mass media in society. Differences often exist between experts and the public regarding their perceptions and responses to health-related factors. Therefore, mass media act as a crucial bridge of communication between these two groups. Advances in media technology have contributed to the emergence of various media platforms, providing the public with access to more health information channels. However, this trend also creates potential problems regarding dissemination of misinformation. This article explored the transmission of health information by mass media and critically reviewed existing health communication models. According to the study results, we suggest that the government, in its efforts to promote public health, should go beyond mere dissemination of health information through mass media. For example, the government may also use mass media to engage in discussions, communication, and dialogues with the public. These efforts will allow the public to grasp the social, economic, and political factors influencing human health as well as to adopt a civic participation approach to shaping health policies.
