考量我國土壤環境品質評估及土壤污染預防管理等工作及土壤污染管制標準檢討修訂之需求,行政院環境保護署自2011年起系統性的運用地質學及土壤學理論基礎,以採集土壤母質(岩石及河川沉積物)及代表性土壤剖面之採樣調查作業方式,陸續完成特定區域(高自然背景鉻鎳濃度土壤母質分布區域)及廣域性(飲用水水質保護區、平地)之代表性土壤背景濃度調查作業。本文將說明各項調查作業過程、調查數據處理方式,及以統計方法推估建立我國土壤自然背景濃度閾值之成果,並建議未來可以「自然背景濃度上限參考值」作為土壤品質評估管理之參考基準。經評估後建議之飲用水水質保護區(台灣山區)土壤重金屬自然背景濃度建議上限值為砷:30 mg/kg、汞:0.5 mg/kg、鎘:0.3 mg/kg、鉻:100 mg/kg、銅:80 mg/kg、鎳:130 mg/kg、鉛:60 mg/kg、鋅:200 mg/kg。平地土壤重金屬自然背景濃度建議上限值為砷:30 mg/kg、汞:0.5 mg/kg、鎘:0.3 mg/kg、鉻:60 mg/kg、銅:50 mg/kg、鎳:50 mg/kg、鉛:40 mg/kg、鋅:150 mg/kg。平地土壤微量元素自然背景濃度建議上限值為硒:0.6 mg/kg、鋇:170 mg/kg、鈹:1.5 mg/kg、鈷:20 mg/kg、鎵:20 mg/kg、鉬:1.5 mg/kg、銻:1 mg/kg、錫:3 mg/kg、鉈:1 mg/kg、釩:90 mg/kg。
Based on demands for soil quality evaluation, pollution management, and the revision of soil pollution control standards in the future, the Environmental Protection Administration has conducted several systematic soil investigations with theoretical foundations in both geology and pedology. Through soil parent material sampling (rock and sediment) and representative soil pedon sampling, a background concentration investigation of representative soil was completed gradually in specific areas (areas with high natural background concentrations of chromium-nickel) and in a wider range of areas (drinking water quality protection areas and flatland areas) around the entire island of Taiwan. This paper describes the investigative process, the data processing methods, and the results using statistical methods to estimate the threshold values of natural background concentrations in Taiwan's soil. Based on the results, it is suggested that-"The Reference Value of Upper Limit for Natural Background Concentrations"-be used as a reference for the evaluation of soil quality management. After the background concentration evaluation, it is also suggested that the upper limit reference value for the drinking water quality protection areas (mountain areas) should be as follows: As: 30 mg/kg, Hg: 0.5 mg/kg, Cd: 0.3 mg/kg, Cr: 100 mg/kg, Cu: 80 mg/kg, Ni: 130 mg/kg, Pb: 60 mg/kg, and Zn: 200 mg/kg. The upper limit reference value of soil background concentrations for the flatlands should be as follows: As: 30 mg/kg, Hg: 0.5 mg/kg, Cd: 0.3 mg/kg, Cr: 60 mg/kg, Cu: 50 mg/kg, Ni: 50 mg/kg, Pb: 40 mg/kg, and Zn: 150 mg/kg. Soil trace element background concentrations for the flatlands should be as follows: Se: 0.6 mg/kg, Ba: 170 mg/kg, Be: 1.5 mg/ kg, Co: 20 mg/kg, Ga: 20 mg/kg, Mo: 1.5 mg/kg, Sb: 1 mg/kg, Sn: 3 mg/kg, Tl: 1 mg/kg, and V: 90 mg/kg.
